How do I get slim down without bulking up?

How do I slim down areas like my arms without getting bulky muscles? And also the calves…I live on a campus with a lot of hills and stairs, and then plus the ellipticals at the gym, I’ve found my calves to be getting bigger. I don’t think there’s too much fat, but I would like them to be slimmer…I think they’re the same size if not bigger than the width of my thighs! Any ideas? I work out frequently, and usually do the ellipticals for cardio and a few machines for the arms.
